Disorder, crime, mayhem runs rampant through Pacific City. Law enforcement struggles to keep up with the ever increasing gang activity. In order to combat this threat, the Agency was formed and cybernetically enhanced Agents deployed to restore order by any means.

This game reminds me first and foremost of Grand Theft Auto, only with some Incredible Hulk thrown in for good measure.

While driving is an option, and driving skills unlock new features for the Agency issued cars, the main mode of transportation is mainly running and jumping.

The object of the game is to get rid of the three gangs which control the fictional Pacific City and restore order. This is done by infiltrating the various gang facilities and cripple their infrastructure before killing the crime bosses. In order to achieve the necessary skills, the Agent has to train athletic ability by climbing buildings or other obstacles, strength by fighting criminals hand to hand, driving skills by either running down criminals or perform stunts, explosive skills are increased by blowing up criminals or their things, and accuracy is improved by shooting and killing criminals. These same skills are reduced when innocent civilians are killed by the Agent, and law enforcement will treat the Agent as a hostile criminal for some time.

The plot is fairly simple, with the cliche ending of plot twists in this sort of game.

I strongly recommend this game.
